Yahoo started life in 1994 as a directory of other web sites, organized in a hierarchy, as opposed to a searchable index of pages. It still maintains one of the best directories on the Web.
Web Directories list web sites by subject category. They are not search engines as such, but many are searchable internally with their own search software. Usually the lists are assembled by human editors, so greater quality and relevance often result.
Open Directory Project (dmoz)
Maintained by volunteers, it claims to be the largest Web directory.
Librarians' Internet Index
Always trust a librarian. (due to a lack of funding, LII will be absorbed by IPL at some point).
Yahoo Directory
One of the most extensive on the Web.
Infomine
Collaborative effort of librarians from several U.S. universities.
The WWW Virtual Library
The oldest Web catalogue; a relatively small collection of high quality sites.
Best of the Web
One of the older directories on the Web.
IPL (Internet Public Library)
Originally a project of the U of Michigan's Library School.
Virtual Reference Library
An excellent collection of sites from the Toronto Public Library.
